The charter for the city of Benton Harbor became effective on April 14, 1945. Under that charter, the city is governed by a council-manager system that combines the strong political leadership of nine elected commissioners with the professional expertise of a city manager appointed by the commissioners.
As the chief administrator of Benton Harbor, the city manager is responsible for the day-to-day administration of the city. The manager implements the council’s policies and programs while coordinating the delivery of services throughout the city through the various departments in city government.
